Overview: The Journey from ProVal 7.8.2 to 7.11
ProVal 7.11 is now available and with it comes a number of new enhancements requested by users through the ProVal User Group Executive Committee. This combined session will provide an overview of many of the key features and enhancements now available in ProVal as you prepare to upgrade from the obsolete 7.8.2 version to the current ProVal 7.11 release.

Track 1: Core CAMA
An informative and interactive presentation of the program for the novice user. Residential and Commercial topics like the basic program features and functions, administrative maintenance, data entry, sketching, neighborhood concepts, and property record cards will be covered. Instructors are experienced ProVal users from established ProVal jurisdictions, many of whom have been using ProVal for ten years or more. They will share the “tricks of the trade” they have learned in their experience.

Using ProVal Plus, when you enter the sketch and physical characteristics of the property correctly, a value is easily generated, but is it correct? This session will cover the many ways of sketching, including angles and curves. Valuing residential dwellings, entering property characteristics, and adjusting the resulting values to market will be covered. Valuation history and memos are just a few of the features that will be discussed. This session is a must for new users.

COMMERCIAL VALUATION
The advantage of using the simple ProVal Plus/Marshall and Swift program for entering commercial data is presented in this session. It includes sketching, party walls (for perimeter calculation purposes), Outbuildings, Yard Items & Special features unique to commercial buildings. Commercial Occupancy use descriptions/ranking, building characteristics, wall types, and minimum data that must be entered will also be covered along with error messages on why a property will not produce reliable cost data.. If you are a commercial appraiser, but not an experienced ProVal user, or if you are new to the Marshall and Swift configuration in ProVal, you need to attend this session. Note: This session assumes the user has attended, or is familiar with, residential data entry! Basic sketching will not be covered.

Ever needed a report that was over your head? Struggled to mine the data? We’ve all been there at one time or another. One of the benefits of being a part of our User Group is the sharing of knowledge between ALL users. This session will overview user developed Crystal Reports created by various jurisdictions and users. We’ll take a look at the report results as well as the mechanics behind the process. Reports will be available for download so that you may modify them for your data needs. Come join us and help make this session a benefit to everyone!

COMMERCIAL INCOME
The Users Group asked for a number of changes to the Income Approach in ProVal, and Manatron delivered. If ProVal 7.9 was the last time you saw the Income Approach, you owe it to yourself to check out all the enhancements included in 7.11! This session will cover the basic elements of setting up and using the income approach within ProVal as well as a discussion of the changes made in both the modeled and reported processes. This class will be of interest to you whether you are just getting started using the Income Approach or are an advanced user and have been using the ProVal income module for years. This course will cover the basic elements of the ProVal income model and will demonstrate how to store and retrieve your market derived data by setting up a mass appraisal income model, allowing you to produce accurate, equitable, and defendable values for all your income producing properties!

IMPROVING CAMA MODELING WITH GIS
Geographically weighted regression (GWR) has the potential to significantly improve assessment accuracy for ProVal users with parcel coordinates from GIS. This session will explain the technique for using parcel coordinates in the value estimating process and compare results with Wayne’s 2005 research that was published in the Journal of Property Tax Assessment & Administration (JPTAA), as well as results using City of Norfolk data.

CASE STUDY: IMPROVING PROVAL USER EFFICIENCY WITH ELECTRONIC DOCUMENT MANAGEMENT
Jefferson County (Kentucky) Property Valuation Administration was dealing with the challenges of managing the storage of the many paper forms and documents containing important information that is not stored electronically in the ProVal system. Meeting the twelve year storage requirements for hundreds of thousands of paper documents was also becoming very expensive, and the manual processing of these same documents was very inefficient. The manual “document management” was hindering the productivity of the employees. Please join us to see how Jefferson County now allows employees to view important ProVal data on one screen while having one click access in ProVal to all related documents stored in a web portal.

MARKET ANALYSIS

PROVAL 7.11 UPGRADE PROCESS IN DETAIL
This session covers all the steps necessary to upgrade from ProVal 7.8 and ProVal 7.9 to the current release, which is ProVal 7.11. The upgrade from ProVal 7.8 to ProVal 7.9 is more complex and time-consuming than going from 7.9 to 7.11. With the general availability release of ProVal 7.11, Manatron resources are dedicated to the support of this release and the next. Hence, the standard resolution for problems reported in prior releases will be either upgrade to ProVal 7.11 or to use a workaround for the problem. ProVal 7.11 has the long-requested user group enhancements and has been extensively tested by Manatron and beta test users.

We’ll start with an overview of depreciation as it impacts value, then review the depreciation table and Age Model options. Next we’ll help you better understand the Grade Factors section and how they affect your grades and values. We will review Value Modifiers and set aside time at the end of the second session for a PVEngine Q&A, so bring your questions or problems with you to discuss.

TRACK 4: INTERACTIVE WORKSHOP / Q&A FORUM
New to the conference in 2007, the Q&A (Question and Answer) Forum was very well received by users, so it is being repeated in the 2009 conference program. The workshop will make ProVal professionals available to the users, who can answer questions on products ranging from ProVal, GRM Records and Assessment Administration, Crystal Reports to processes, procedures scripts, views and almost any other product related topic. There will be four booths available each day of the conference during the regular track break-out session times to cover the following topics. You can reserve a 20-minute time slot at any booth by putting your name and topic on the reservation sheet at each booth. If you notice that another person has reserved a time slot for a topic in which you have interest, you may listen to the session without participating or interrupting the reserved session.
ProVal Support: This booth will be manned by ProVal support personnel who will be available to answer support related questions and issues. If you have an issue that will require an extended discussion, they will arrange an appointment with you to discuss it.
Records and Assessment Administration: Records and AA are coming so start preparing now. Stop by the booth for general questions or to see a brief demo of the products. This booth will be manned by Manatron staff that is highly skilled in the front-end use of these products.
ProVal Super Users Booth: Your peers hard at work. This booth will be staffed by ProVal power users who can offer you ideas and suggestions on how to fully utilize the software. This is an untapped resource that can offer you more than one perspective on a question or idea. Discuss how ProVal is implemented in other jurisdictions and get information and contacts that you can carry back to your locality.
