ADV+: Appraisal Data Verification

Dramatically Reduce Cost – Improve Property Data Quality

One of the first jurisdictions to take advantage of Manatron’s patented Appraisal Datat Verification (ADV+) process was Hamilton County, Ohio (Cincinnati). As part of a revaluation, the project required each of the County’s 300,000+ improved parcels be imaged, along with verification of the physical address, the placement
of a corresponding X,Y coordinate and a field review of the assessment data for each improved property.

To start, Manatron partner, Mobile Video integrated the GIS system property parcel base layer, or point layer shape file and digital ortho photographs, to geographically reference structures using the georeferenced ortho-photographs in order to record the position of each structure. In addition to the CAMA data, the corresponding property sketches were also loaded on separate computers and then tied to the GIS data for the appraiser to be able to generate the information for the ADV+ application.

Mobile Video’s “Capture” process then used the data associated with each polygon in the shape file to identify
and label individual images. In addition to the standard work by Mobile Video, Manatron provided an on-board
review appraiser in each of the vans to verify property appraisal information for each improved structure. These
experienced mass appraisers reviewed property sketches and assessment characteristics to ensure that the county’s data was correct.

Project deliverables included industry standard jpeg images, X,Y coordinates in ESRI ShapeFile format, address
verification data and the ADV+ corrected data. The delivery of the corrected street centerline file, along with X,Y coordinates tied to property data, provided the county with an excellent starting point for eventual
implementation of a GIS system. Saving Hamilton County valuable time and money, the ADV+ effort was completed in September 2003.

ADV+ is a cooperative effort between Manatron and Mobile Video. This process provides an inexpensive alternative to traditional data collection methods while adding valuable photographic, X,Y coordinate, and address verification to the assessment file. ADV+ uses state-of-theart technology, experienced mass appraisers, technicians, and a number of other assessment tools and techniques to produce photographs and verify the accuracy of parcel level assessment data. The result is a digital image, parcelby-parcel appraisal database audit and map edit that is essential in assessment administration, analysis, and valuation.
