Beyond FGDC's Cadastral Data Content Standard

How it effects local governement

ABSTRACT
The Subcommittee on Cadastral Data of the Federal Geographic Data Committee produced its first standard in
1999 for the National Spatial Data Infrastructure (NSDI). The Third Revision (Version 1.3) was published in May,
2003. Since the time of its publication, Manatron has been involved in constructing a standard data model that
is compatible with the FGDC’s standard but includes important entities that are not addressed by that standard
(nontraditional data). The data model also had to be compatible with Parcel Data Models being created by users
of Intergraph, ESRI and other GIS software vendors including business partners of those vendors, as well as be
suffi ciently practical to satisfy the needs of hundreds of existing clients. In addition, the data model was to be the foundation for a new generation software product family for local government directed at revenue management. To accomplish these goals, the entities described in the FGDC standard were carefully analyzed and placed into three categories: non-graphic, overlapping (mixed) and graphic entities. A conceptual data model was created that met the requirements. This presentation will discuss the model and the considerations taken into account during its creation, as well as how a variety of vendor-specifi c graphic models are able to co-exist with the standard non-graphic data model.
