PORTAGE, MI — July 28, 2009 - Manatron, Inc., a global leader in providing integrated, enterprise-level property tax and records management solutions for state and local governments, announced that it has received a contract from the County of Santa Cruz, California for its GRM Records Management software solution – GRM Recorder – and related professional services. In addition, Manatron will provide Santa Cruz County with Backfile Redaction services and an integrated Day-Forward Redaction solution.
This installation of GRM Recorder includes Land Records, Automated Indexing (AI), eRecording and Public Access (PA). A Government-to-Government electronic recording solution for tasks such as transferring Liens to and from the Franchise Tax Board will also be included.
The Redaction Services project calls for the first five digits to be redacted from social security numbers for images dated from 1/31/1998 through to go-live, in accordance with California Assembly Bill 1168.
As workloads increase and counties are challenged to do more with less, they are looking for ways to streamline office processes. By increasing office productivity and improving accuracy in the document management process, counties can reduce costs related to fluctuating volume and increased public demand for document accessibility. Manatron GRM Recorder offers a comprehensive, enterprise-level solution for records management and automated recording and indexing operations.
“The passage of Assembly Bill 1168 caused us to look at our existing records management system in a more comprehensive way,” commented Carol Sutherland, Assistant Recorder for Santa Cruz County. Our core system had served us well for many years, but as we looked at innovative ways to support new legislation, add functionality and improve service, we began to realize that a system replacement project with Manatron made sense.
“Additionally, the GRM project underway in other offices in the County was going to require integration with our legacy records management system. Since all GRM products, Appraisal, Assessment, Tax and Recorder share the same technology and architectural framework; we came to understand that the County would receive considerable benefit by deploying a truly integrated solution across all offices,” said Ms. Sutherland.
“We were delighted by the modern interface and feature-rich nature of GRM Recorder, and also profoundly surprised by the cost saving we could recognize by retiring our old system,” said Ms. Sutherland. “In a time of tight budgets and possible personnel cuts, the decision to deploy GRM Recorder was an easy one once we looked at the cost of ownership savings year-over-year. Add to that the professionalism of the Manatron project staff and rapid implementation of the new system, and we knew we had made the right choice for Santa Cruz County.”
“Santa Cruz is one the most forward thinking jurisdictions in the country, and we are proud that they selected our GRM solution to replace their old system and fulfill their records management needs,” said Bill McKinzie, Manatron’s President and Chief Executive Officer. “The Santa Cruz project is a key win for Manatron as the County becomes our third California Recorder customer and our first GRM Recorder client in the State. In addition, the County is currently installing our enterprise GRM Property Tax Solution to serve the needs of the Assessor, Auditor-Controller, and Treasurer-Tax Collector offices. Santa Cruz is without a doubt our flagship customer in the State of California.”
