The desired approach is based on the preferences of the assessor or lead appraiser for the jurisdiction.  Some will argue that the cost approach is most appropriate because it can be uniformly applied to the entire population.  Others will argue that the sales comparison approach is best, because values are based on the interaction of buyers and sellers in the market place.  In some circumstances, the income approach may be thought of as the best process.&lt;/p&gt;
